Commercial waste is one of the largest recurring operational costs in a building and one of the least measured. Offices, schools, healthcare facilities, hotels, and public venues produce paper, packaging, food, and hygiene waste every hour their doors are open.
Those volumes now sit inside procurement decisions, ESG reporting, and green building certification, which puts them in front of people who never used to track them. The figures below come from published government and industry data.
Waste streams also behave differently. Paper and cardboard have mature recycling routes. Food waste needs separation at source to be diverted at all. Restroom hygiene waste has almost no recovery route and has to be contained and serviced properly instead.

The Scale of U.S. Waste Generation
EPA data puts total U.S. municipal solid waste generation at 292.4 million tons, equal to 4.9 pounds per person per day. Of that total, 69 million tons were recycled and 25 million tons were composted, a combined recycling and composting rate of 32.1%.
The remaining 146.1 million tons went to landfill. The majority of what the country throws away is still buried.
Commercial and institutional buildings account for a large share of it. The National Academies estimates that approximately 45% of municipal solid waste originates from commercial and institutional sources, equivalent to roughly 131.6 million tons annually.
That share puts waste squarely inside facilities budgets. Container capacity, collection frequency, hauling contracts, and custodial labor hours all scale with volume, which makes generation data worth having before any of those decisions get made.
Hygiene Waste in Commercial Facilities
Commercial restrooms produce a waste stream that standard recycling cannot take, which changes what good management of it looks like.
EPA data shows tissue paper and towels generated 3.8 million tons of municipal solid waste, accounting for 1.3% of the total. The category covers facial and sanitary tissues, table napkins, and decorative tissue papers. Bathroom tissue is excluded because it enters the wastewater system.
Used paper towels are generally rejected by standard recycling streams because they are contaminated after use. Hand-drying waste therefore lands in general waste in almost every commercial building, which makes container sizing and service frequency the practical levers rather than diversion.
Menstrual product waste adds a second layer. UNEP Life Cycle Initiative research reports that more than 80% of single-use menstrual products in Europe and the U.S. reach landfill, with lifetime use estimated at between 11,000 and 14,000 products per person, or around 150 kg of waste.
What the 90% plastic figure means
UNEP reports that single-use menstrual products can contain up to 90% plastic. The figure describes total material composition by weight, not the visible surface of the product.
That 90% covers the waterproof backing layer, synthetic top sheets and absorbent core materials, adhesive strips, wings, applicators where present, and the individual wrapper. Packaging counts toward it.
For a facility, the consequence is that almost none of this material is recoverable through standard recycling. The disposal route is containment and general waste collection, which puts the weight on the hardware in the stall.

Commercial Restroom Waste Infrastructure
Restroom waste is continuous, largely unrecyclable, and highly visible when it fails. An under-provisioned restroom generates complaints faster than almost any other space in a building.
Under-provisioned disposal produces predictable failure modes. Units overflow between services. Users leave items on cisterns and floors. Products get flushed, and the cost moves off the waste budget and onto the plumbing budget.
Flushed menstrual products, wipes, and paper towels are a recurring cause of avoidable blockages in commercial plumbing, and the resulting call-outs rarely get counted as a waste management cost even though that is what they are.
In-stall disposal is the element most often missed. A receptacle by the sink does not solve disposal for a product that has to be changed inside the stall, so each stall needs its own unit within reach of the fixture.
Mounting height, reach range, and clear floor space are determined at installation under the 2010 ADA Standards for Accessible Design. Placement is decided on site rather than by the specification of any individual unit.
Liner specification affects servicing time more than most teams expect. A receptacle that takes a correctly sized liner empties in seconds. One that does not gets wiped out by hand, and that is where custodial hours go.
Dispensing and disposal also move together. Free-vend menstrual care programs increase product use, which increases disposal volume in the same restrooms.
Facilities installing free-vend menstrual care dispensers should re-check receptacle capacity and service intervals at the same time. Higher-capacity units such as our SD9000 reduce refill visits, but they do not reduce what arrives in the receptacle.

Paper, Packaging, and Workplace Waste
Paper and packaging are the two largest and most consistent commercial waste streams.
EPA data shows paper and paperboard generated 67.4 million tons of waste, accounting for 23.1% of total municipal solid waste. The paper recycling rate is relatively strong at 68.2%, though the residual volume entering landfill remains substantial.
Containers and packaging generated more still, at 82.2 million tons, representing 28.1% of total municipal solid waste.
Both streams appear continuously across offices, retail, hospitality, education, and healthcare. Deliveries arrive throughout the working day, and cardboard volume in particular spikes in ways that fixed container capacity rarely accounts for.
Together, paper and packaging account for more than half of all municipal solid waste by weight, which makes them the first place most commercial waste reduction programs look.
Capture at the point of generation is what determines whether the material is actually recycled. Separate paper and mixed recycling stations near print areas, loading docks, and break rooms capture far more than a single corridor bin. Recycling and Waste Diversion
Landfill remains the dominant destination for U.S. waste despite decades of recycling infrastructure investment.
The combined recycling and composting rate sits at 32.1%, so more than two thirds of what is generated is still buried. The largest materials entering landfill are food at approximately 24%, plastics at more than 18%, paper and paperboard at around 12%, and rubber, leather, and textiles at more than 11%.
Recycling rates vary sharply by material. Paper sits at 68.2%. Plastics and food waste remain difficult to divert at scale, and neither has moved much in recent reporting years.
Those gaps point to real room for improvement in commercial waste diversion through better separation at source, improved recycling access, and clearer waste management protocols inside buildings.

Food Waste Is a Major Commercial Waste Stream
Food waste represents one of the largest and most costly commercial waste challenges.
Food accounts for approximately 24% of all landfilled municipal solid waste, making it the single largest material category entering landfill.
ReFED estimates that U.S. foodservice businesses generate 12.5 million tons of surplus food annually.
The exposure is concentrated in hospitality venues, schools, hospitals, campuses, offices with catering, and public buildings. Businesses are increasingly measuring and reporting food waste as part of cost reduction, sustainability, and ESG initiatives, with pressure arriving from regulators and investors alike.
The Waste Management Industry
Waste collection and recycling have grown into major commercial service industries in their own right.
IBISWorld estimates the U.S. waste collection services industry is worth $83.1 billion in 2026, with 19,980 businesses operating in the sector. The U.S. waste treatment and disposal industry is valued at a further $26.4 billion.
Globally, the waste recycling services market was valued at $74.2 billion in 2026 and is projected to reach $120.0 billion by 2034, growing at a 6.2% CAGR.
Those figures reflect sustained investment in recycling infrastructure, diversion technology, and circular economy solutions across both public and private sectors.
As regulatory pressure increases and corporate sustainability commitments come under closer scrutiny, waste contractors are becoming a more integrated part of commercial building operations rather than a back-end logistical function.
Waste Management Best Practices for Facility Managers
The data above points to a short list of practices that separate buildings with functioning waste programs from buildings that simply have bins.
Audit the streams before changing the containers
Measure what each area actually produces over a normal week, by stream and by fill level. Most container decisions get made on available floor space and habit, which is how one zone ends up overflowing while another sits half empty. Our facility audit checklist is a workable starting framework.
Right-size capacity to fill rate
Container volume should follow how quickly a unit fills between services. Under-sizing produces overflow and the surface clutter that comes with it. Over-sizing costs floor space and makes contamination harder to spot.
Separate at the point of generation
Material gets sorted correctly when the right container sits within a few steps of where the waste is created. Recycling capture drops sharply once a user has to walk past a general waste bin to reach the recycling one.
Standardize signage and brief the people generating the waste
Mixed signage across floors produces contamination. One color and one label per stream, building-wide, takes the decision away from the user. Custodial teams usually know the system already; office, kitchen, teaching, and clinical staff often do not, and a short stream-specific briefing at induction corrects more contamination than signage alone.
Service against data rather than a fixed calendar
Fixed daily or weekly servicing over-serves some areas and under-serves others. Two weeks of fill checks usually lets a team rebalance routes without adding labor hours.
Treat restroom waste as its own program
Restroom hygiene waste has no diversion route, so it is managed on containment, capacity, and service frequency instead. Why Waste Infrastructure Keeps Moving Up the Priority List
Three things in this data are moving in the same direction. Volume is not falling, the national diversion rate has been close to flat for years, and the number of parties asking buildings for waste figures keeps growing.
Reporting is the change most facility teams will feel first. Diversion rates already sit inside ESG disclosure, certification schemes, and tenant requirements, and buildings that cannot produce a number will still be asked for one.
Regulation is following the same line. Organic waste separation mandates, extended producer responsibility for packaging, and landfill diversion targets continue to expand at state level, and they land on the buildings generating the material.
The practical implication is that waste infrastructure specified now will be measured later. Container placement, stream separation, and restroom disposal capacity all determine what those numbers look like when someone asks for them.
